For all the running around, THE WRONG ARM OF THE LAW sporadically feels like a comedy but really plays out like one, seeming more of a lightweight take on the 1930's Gangster genre, that always includes a meeting of rival gangs banded together for more city-controlling power...

In this case the two groups are joined by cops (led by Lionel Jeffries) to thwart the meddling antagonists, and Peter Sellers takes the situation very seriously, similar to his bonafide criminal turn in NEVER LET GO and also his serious-yet-clumsy-and-oblivious French Inspector...
The problem's that the movie isn't humorous enough to counterbalance Sellers' "dual" performance of a kingpin pretending to be an effeminate clothier, and it's not serious enough for the intended genre parody to really matter... overall making WRONG ARM get fitfully lost between the two prime PANTHERS.
