One of many B&W b-crime flicks mistakenly promoted as film noir, CODE TWO is basically propaganda for the police force, including rookies Ralph Meeker, Robert Horton and Jeff Richards going through the karate-chopping police academy boot camp (liken to what James Cagney weathered in G-MEN)...
Before honing in on the specific task of motorcycle cops, called motor cops before being known as CHP years later... and it's not until 40-minutes into the semi-entertaining programmer does a little hint of noir creep in...

That's when one of the trio gets taken out by crooked cattle truck drivers and, after some investigation as if suddenly Meeker (headed by experienced tough guy Keenan Wynn) becomes a detective, the last half's a one-man action-revenge vehicle...
Only Meeker (who has a penchant for flirting with random ladies while his partners quickly married mousy Sally Forrest and bombshell Elaine Stewart) isn't rogue, which would have been more interesting and suspenseful: but the fist fight finale in a barn (around a large vat of acid) makes the viewer think that CODE TWO is much greater than the pretty good it was leading up.
